  • Rep. Mike Simpson's new Boulder-White Clouds wilderness bill includes more wilderness, more money and lands for local governments, and a new motorized recreation park near Boise.
  • That Idaho Governor Kempthorne recently reappointed outfitter Bill Bernt, Aggipah River Trips, Salmon, ID to a fourth term on the Idaho Outfitters and Guides Licensing Board. The Governor also reappointed Wayne Hunsucker, Boise, to a fourth term on the IOGLB. Earlier this winter, outfitter Will Judge, St. Joe Lodge, St. Maries, ID was confirmed by the Idaho Senate for a third term on the IOGLB. The IOGLB is made up of 5 members including three outfitters (Scott Farr, Challis, the other outfitter), one person who represents the Idaho Department of Fish and Game Commission (Ray Lyon, Boise) and one person who represent the public at large (Wayne Hunsucker). During the IOGLB's April 26-29, 2004 meeting in Boise, proposed draft rules were reviewed by the IOGLB with a focus on the non-use provisions. IOGA members will want to review these proposed rules just as soon as they are available for public perusal which should be sometime later this month. The IOGLB next meets June 14-17 at the Coeur d'Alene Shiloh Inn.
  • That a river guide interpretative trip is scheduled for June 1-5 on the Middle Fork Salmon. There is room for 12 to 14 guides, either veteran or new. Cost of the trip is $215 not including FS fees. Resource persons on this trip include two archeologists, a geologist, a botanist, person on salmon ecology and two persons on predator/prey relationships. I attended Cathy Hansen-Stamp's lecture during the IOGA Winter Meeting. Cathy gave an excellent presentation. The IOGA members in attendance raised several legal questions related to Cathy's material, including: (1) whether a guide or outfitter can be sued in another state by a client who was injured during a trip in Idaho; and (2) if a minor is injured, whether a guide/outfitter has to worry about being sued until the minor turns 18. The following provides some additional guidance with respect to these two areas of concern.ii
